Cowling Parish Council - Christmas
lights at Cowling. |
Despite our best
efforts, there will be no Christmas
lights at Cowling this year. It was
decided by the last council that the new
village hall would be finished for this
year - it has been three years in
construction - and that the hall would
be the best place to illuminate.
Unfortunately the hall is not yet
finished, and the dreaded Christmas elf
(Elf n' Safety) has decreed that our old
lights are not fit, that unless the
lights are new low voltage ones they
have to be 10 feet above the ground
minimum; that they have to be installed
by a professional electrician; that we
cannot use concrete lamp posts for
hanging illuminations...etc. etc. etc.
Contacting a professional company in
October told us that we were miles too
late too organise anything, that most
companies have such things arranged by
March, and that this year was
impractical at that stage.
Accordingly we've arranged to go through
the whole thing again in January, and
get some prices and ideas. Prices would
appear to be in the thousands, so if
anyone, or any business, would like to
sponsor the council and perhaps arrange
a better display by doing that then
we're all in favour. For example in
Sutton the lights are not organised by
the parish council, but by a separate
village committee.
Meanwhile we can only promise that next
year things will be different. |

Cowling Parish Council - Affordable
housing for Cowling?. |
At December’s
council meeting a Mr. Wilman
from Craven district council had
been invited by our district
councillor to tell us about a
possible planned affordable
housing scheme for Cowling. Mr.
Wilman is Craven district
council’s affordable housing
officer.
The site proposed is Acre Mill,
adjacent to the new build
presently being developed by
Skipton Properties.
The developer is a company
called ‘Firebird Homes’ this is
not a Housing Association, but a
Limited Company, and hence bound
by different rules. The
differences between Housing
Associations and Limited
Companies are many, too many for
this article!

Cowling Parish Council - Ridge Mill

Letter sent
to NYCC concerning Ridge Mill
Bridge
The Parish Council met 1st
December, and I can advise that
members of the public were
there, and the topic which
received intense scrutiny was
the progress and repairs to the
bridge.
It was advised at the meeting
that the damage to the bridge
was caused in February 2008, but
that repair will not take place
until April 2009 at the
earliest, after a feasibility
study costing some £2000, at
which stage when the relevant
decision is made the repairs
will be instructed at a cost
between £100,000 and £120,000,
or possibly more. This costing
has been questioned when the
style, size and type, even
location of the bridge has not
been decided.
The Parish Council are keenly
aware that this is a bridge of
considerable importance to the
village, when available, it is
used constantly throughout the
day time by dog walkers,
ramblers, serious walkers and by
the village people for all sorts
of reasons and as such is an
amenity which Cowling must not
be allowed to either loose or be
without for any great amount of
time.
Whilst NYCC may wish to look at
organising a consultation with
the all interested parties after
the feasibility study, the
Parish Councillors and the
Parishioners have only one wish,
and that is restore the bridge,
so that it can be used as soon
as ever possible.
Cowling is probably as far away
from Northallerton as it is
possible to get by distance, and
the feeling within the Parish is
that distance also suggests it
is remote, when work within the
Parish is required. There is a
resentment that NYCC taxes are
being paid and now is the time
for recognition of the
contribution paid, and restore a
bridge which has such an
important status within the
community.
The Parish Council meets again
on 5th January, 2009, and by
that meeting it is hoped that a
report can be given that
progress, of a measurable nature
has taken place.
The matter of Ridge Mill Bridge
will remain on the agenda of not
only the Parish Council, but the
District Council, the CowlingWeb,
the Bay Horse, and the
Newsletter.
In view of the above, I look
forward to receiving the
response of NYCC, for
circulation to the public of
Cowling.

with a tremendous storm of
apathy, so working on the
principal that NYCC will not
want to spend money if people
aren’t bothered, is unlikely to
happen. |

speed. We don’t know where or
