The Village Hall – Current State of Play.

In 2006 Skipton Properties undertook to provide a new village hall for the parishioners of Cowling in return for planning permission to develop the Acre Mill site.
This Section 106 undertaking by Skipton Properties to Craven District Council indicates that the new hall should be finished to the specification laid down in that S106, and handed over to the final recipients, Cowling Parish Council, by a due date.
That date was, we believe, 25th July 2009
This has not happened, and the Parish Council are trying to find out from CDC why this is not the case. The Parish Council has not received any notice of change to the Section 106, and therefore expects the new hall to be delivered to them.
This Section 106 undertaking can only be negotiated by CDC, and therefore the Parish Council are requesting that CDC ask Skipton Properties to fulfill that undertaking by completing the construction to the correct specification immediately, and, once complete, provide the hall to the Parish of Cowling.
